I voted Tito, but in 1972 Ceausescu might have still qualified as a (relative) FF. After all, the beginning of his regime started with condemnation of Soviet atrocities and a loosening of censorship. Some time around then though was when he began qualifying as super HP.

Hoxha is obviously the best if you think pillboxes are the height of architecture.
