If using a broad enough definition to include all of Silicon Valley, the answer is clearly San Fransisco.  If not, then D.C.

Cumulatively over US history, the answer has to be Boston, but most of the really important stuff there happened quite early and it had a 100+ year head start on Chicago and the California cities (and even a ~50 year head start on D.C.), so this isn't really fair.
