Hillary achieved little as Senator. She was basically a-presidential-candidate-in-waiting.

Kennedy was a no-record Senator with similar candidate-in-waiting trait.

I dislike Schumer but, in terms of effectiveness as Senator, he's the best one, so Schumer/Buckley.

Really? Schumer over Moynihan?
