Most, if not all, states are. The recent abortion referendums show how there is a very large contingent across the country that votes Republican despite being pro-choice.

A shocking number to me. Although it should be noted that it's not as large as the referendum results might make it look, as their being on the ballot probably raised pro-choice turnout. Kansas demonstrates this most clearly.
