Yes.
The American system of power division is restrictive and often prevents the nation from operating in a proper fashion. We are unable to pass any legislation that isn't deemed largely bipartisan (which in this country means full of useless provisions) and it's denying our nation progress.
I think what you're thinking of there is an absolute monarchy, not a constitutional one.
Note that I said the American system. I am not against division of powers, only the useless American system of dividing them. I think more along the lines of a parliamentary system that shares power with a monarch (like in England, where the monarch's powers are extremely limited).
