No, shoot for dominion status later on.  Preferably a united North American Dominion containing Canada and the British West Indies.

Considering that out of the nearly 3 million free whites in 1790 America, it's unlikely that more than a few tens of thousands would have the vote, I think you're overestimating the impact the US getting a few seats in Parliament would have.
