Because members are sworn in after the speaker is elected. Members bring their families for when they're sworn in and take photos.

Spartz is interesting because she was born in Ukraine and the leadership's position of aid for that country could be a motivating factor. A Freedom Caucus Speaker would be worse than McCarthy on Ukraine, but both are not great—pushing her to vote present.

Jake Tapper on CNN was theorizing that she might have changed her vote to shore up her conservative credentials for a Senate run, where in Indiana the Republican primary would be more competitive than than the general election.

Why not Jair's kindred spirit Rodrigo Duterte? He has just as much downtime as Bolsonaro right now, plus unlike Brazil, the Philippines used to be a US American colony.

Duterte is nominally left-wing. He's just popular on the authoritarian right because they like cruelty.

Dems should force a vote imo, if only because McCarthy told CNN he doesn't want a vote tonight.
