Not really; if you're demanding I pick one of the two options, yes, especially relative to expectations. But I don't think you could call Eisenhower or especially Dulles, who basically provoked the whole crisis, pro-Egypt in full context.

I mean they weren’t so much a “side” and is the fallback option. This forces people to actually choose.

I’d have thought it made the choice too easy but apparently not.
