Gore, obviously.  Though even Dole would'be be as atrocious as Bush - I believe he uses reason rather than religious inspiration in making his decisions.

Honestly guys, a chimpanzee could have handled being President during 911.  It wasn't a difficult call.

*Kick intelligence community into overdrive to find those responsible.
*Make some emotional speeches.
*Visit disaster areas.
*Go into Afghanistan.

Heck if Gore had been President and done EXACTLY what Bush did the GOP would have criticized him for hesitating before attacking Iraq.  The 2004 election would have hinged on the GOP candidate declaring that Gore was responsible for letting Bin Laden go.

Why would Gore have gone into Iraq?
