I think Biden can win as long as his PV margin is a bit above 2% (if he's lucky he could squeak out a win on a 2.5% margin) but for me to be really confident that he's won it would have to be at least 4 points, I'd probably need a 5-6 point PV win for Biden to know that he's won.
