Also, WD and AGA might want to consider pushing these tax benefits to FY2023. The homeownership tax benefit also doesn't take effect shortly after passage.

This thing isn't dead yet.

So we are debating whether to pass a separate bill for authorizations in order to clarify the language of the NGSA, but since budgets are typically used for clarifying other statute, we might as well just add this to the bill so we can finish this. If people want to do tax reform, we should discuss that in separate bills. We can have that discussion. But we need to calculate where we are currently.

The document has since been updated with numbers on CUBI under the clarified language.

And now without further delay, the new budget. All authorization bills have been accounted for and the one-time COVID spending has been removed and subtracted from the year's expenditures (not from the overall deficit). I do not know how to calculate the interest and may need help on that, but I used all the information I had.

Anyway, I would encourage all senators to look at the bill closely, but this is probably going to pass along party lines regardless, so do what you will and all.

Honestly, I'd rather we let Cao and especially Yankee give this bill a final look before we vote. We have been discussing the best way to go about this on Discord (hate us for it if you must, but it is convenient...). I've been acting like more of a partisan jackass than usual, that I will admit. (And WM and I have, for the record, been working things out in private.) But I want the people who are more knowledgeable on budgetary issues, and all its crevices, to take a look at what I've submitted before the whole Senate votes.

To clarify: I did not present this budget to anyone before submitting it in this thread.

On that note, I would like to ask Senator Yankee a question for clarification. Senator WM expressed to me that passing the authorization bill separately from the budget was akin to "passing the budget twice". I know that was not quite your intention in the budget reform law you wrote, so how did you envision the process to go, exactly? Were the authorizations supposed to be passed concurrently with the budget in the same vote?

Ultimately, that is what troubles me about the partisanship of that vote. There was no communication, and you didn't answer my question in the Discord chat, so I pretty much went the rest of it alone because I just wanted the budget done and April's blueprint ready. If the authorization bill failed, I would've had no choice but to reintroduce it.

I appreciate you clearing things up, Yankee. Real life always comes first. And I'm relieved to know we don't have to pass separate authorization bills again; I completely misunderstood you when you referred to authorization bills.

And thanks to Cao for being another set of eyes. I did try to recalculate some things; for instance, we are no longer funding COVID stimulus programs because the economy, presumably, is doing much better now than it was a year or two ago. I removed the COVID spending that was in the last budget, and tried to reflect that in the new budget by simply not adding those temporary spending measures again.

It's very likely I missed something given I'm bad at math

You entirely missed the updated revenues I calculated, and copied the old ones instead, but I suppose it's a case of distraction more than being bad at Maths.

Thanks, I did forget that. I added it to the budget but I'm also noticing bills that probably shouldn't be in the FY20222 budget (like eliminating the penny). I'm going to have to reassess some of these and recalculate.
