Ungodly boring. But this forum likes bland states populated with safe Nordic people (not like New Jersey with the scary Hispanics and Eye-talians!), so it will easily get FS.
Yes that certainly explains the Freedom State ratings for New York, California and Georgia and the Horrible States rating for the predominately black Oklahoma.
I hate to be one of "those guys", but Oklahoma is most certainly not predominantly black. Only 7.4% of the state's population is black, and there aren't even any majority-black counties in the state.

Although I don't think it's inaccurate to say that Italophobia is a contributor to NJ's low ratings.
