It depends on what you mean by "youth," and it VERY much depends on the person and their life circumstances.  Overall, I would agree with Santander's first response.  Looking at my own life, 23-24 were pretty much just acting like we were still in college but with money now, and when I see people that age out and about here in Chicago, they are noticeably less "mature" than their age on paper.  By about 25 or 26, I think we settled into "adult partying," and each year since has just been an extremely gradual shift toward more of an "adult" lifestyle ... with obvious interludes of complete debauchery, which I never expect to fully go away.
