The slogan in itself isn't particularly racist, however the context and the people who use it are

This. Most people who use it do so to deliberately prevent conversations around police reform and to dismiss the failure of society in general - and the police in particular - to properly value the lives of black people. Hard not to view that sort of usage as troublingly racially insensitive *at best*, and outright racist at worst.
