I would go so far as to say that Herman Cain would be favored to win DC in such a scenario. Cain's policy positions are very popular among the hiphop cultureds in this city.

How? He might break 20 in DC, but he definitely isn't going to win the city if Republicans nominate him.

Hip-hop culture is very receptive to political campaigns based on fast food advertisement slogans. Herman Cain's 9-9-9 plan is very popular in this city. You can't walk down the streets of Anacostia without hearing the residents rap its praises.

Comments like this (and Cain's history of making them + his apparent inability to stop) are a good example of why talking about him as a "serious" candidate (i.e. one who has a chance of winning the nomination) is overblown. Candidates like him seem appealing amid dissatisfaction with frontrunners, but when you subject them to scrutiny they demonstrate just why they are not contenders.

If, on top of everything, a conservative white Democrat were to oust Obama in a primary, I could see Cain getting, say 25% of the vote in DC. I'd conjecture that to be his ceiling.
