Yes.  It might not work well but it would at least be amusing.

Couldn't work any worse than the current system.

In all seriousness, even if this didn't function at all, it wouldn't do any more badly than our current government (where, among other things, the minority in the Senate is able to filibuster and obstruct most things and impede progress). At least it'd be entertaining and amusing to observe rather than depressing and disheartening. So yeah, I'll take it.
