Parliamentary? Yes, in principle. But there needs to be more specifics about the institutional design of the government, rights and freedoms, etc.

For sure, but it seems totally unbelievable that democrats would have a 2:1 seat advantage over the main right wing party in any timeline similar to ours

In all seriousness, even if this didn't function at all, it wouldn't do any more badly than our current government (where, among other things, the minority in the Senate is able to filibuster and obstruct most things and impede progress). At least it'd be entertaining and amusing to observe rather than depressing and disheartening. So yeah, I'll take it.
