Georges Leygues wasn't a bad guy, but was noticeable above all in his long Sea portfolio.

He politically betrayed Mendès-France in 1955. He was a bad education ministry after 1968. He was a narcissic man but not so brilliant in political tactics (unable to be presidential candidate, unable to found a big party, unable to be strong among radicals or among gaullists), contrary to his sometimes flattering  image, which he built himself in fact. How do you say "surfait" in English ? Overrated...
