Mr. President:

Some months ago, the position of Secretary of Internal Affairs was created in response to a steady stream of activity in that field. Unfortunately, the Senate no longer acts very much on such matters, and the GM can no longer keep up the astounding stream of material that he once put out. As a result, my predecessor was unable to act in this position, and I find myself in the same situation.

Certainly, given the reality of the times, the position needs to be abolished. But what if activity in the field picks up again? We ought to be able to accommodate that. Therefore, I propose a drastic reorganization of the Cabinet. The position of Attorney General would be folded into that of Vice President, so that the Vice President would have de jure responsibilities. In addition, the positions of Secretary of External Affairs and Secretary of Internal Affairs would be abolished and replaced by that of Chief of Staff, who would split the portfolios of external and internal affairs with the Vice President.

In any case, my position is unsustainable. It is thus with regret that I tender my resignation as Secretary of Internal Affairs, effective immediately.
