I think he might have been able to pull it off in 2000 against, maybe, Bill Bradley instead of Al Gore, but I think with the Bush administration invading Iraq, which was a very unpopular move from the very get-go, or at least within the first year.  So, Cheney's goose was already cooked by the time we got to the 2004 elections.

Cheney isn't much of a politician. He has admitted that he is "unelectable", one of his rare expressions of any semblance of humility.

Considering Bush won re-election at one of the narrowest margins and incumbent President has won re-election and Cheney was viewed more negatively than Bush, the answer is no.
