Honestly, I was pretty surprised by how well this one went. Not too many comments, really. Everything is within 0.5% of ideal. The least ideal district is the Gary one, which is +0.42%. The Elkhart-Fort Wayne district has an unfortunate protrusion to the south in order to get within 0.5% of ideal, but it's not too bad. (I would probably split a county instead of doing that if I were a redistricting commission.)

IN-01 (Gary): +0.42%
IN-02 (South Bend-Lafayette): -0.13%
IN-03 (Elkhart-Fort Wayne): -0.21%
IN-04 (Muncie-Anderson-Warsaw): +0.38%
IN-05 (Noblesville-Carmel-Clermont): -0.08%
IN-06 (Terre Haute-Evansville): -0.16%
IN-07 (Indianapolis): -0.11%
IN-08 (Richmond-Lawrence-Greenwood): -0.02%
IN-09 (Bloomington-New Albany): +0.09%

The usual rules and formulae apply. All districts should be safe for incumbents, although obviously IN-06 (old IN-08) and IN-09 are not safely Democratic in terms of partisanship.

I'm not sure how you get a black-majority district in Indianapolis. The Census ACS estimate for 2005-2007 puts the total county black population at 217 K. That's well less than half the population of a CD.

You're right, of course. I was assuming that the current IN-07 was at least black plurality, but it's not even close to that.

Here's the version I came up with based on the '08 county data. The Indianpolis district does not cross township lines, and is perilously close to the upper limit. I've drawn the township lines for Marion and used the '07 data, so I might be revising this when the '08 county subdivision estimates come out this summer.
