California has 55 ev - based on population

THEORY
If all the people in Texas (34), New York (31) Illinois (21) Florida (27) Pennslyvania (21) Ohio (20) Michigan (17) North Carolina (15) New Jersey (15) Missouri (11) Hawaii(40 moved to California would they be allowed 271 evs

They have fifty-five electoral votes, but only fifty-three based on population, the other two are automatic.

The number of electoral votes a state has is the combined number of Representatives in the House and the number of Senators in the Senate.

So, if California absorbed the populations of Texas, New York, Illinois, Florida, Pennsylvania, Ohio, Michigan, North Carolina, New Jersey, Missouri and Hawaii, California would have two-hundred and forty nine electoral votes while the aforementioned states (excluding California of course) would each have two electoral votes, however, the problem is each state must be represented in the House of Representatives I believe so each wouild maintain one congressional district or be completely dissolved.

And, of course, California wouldn't get those EV's until after the next census.
The idea of an uninhabited state is a funny one...
