Of all the Vice Presidents, of those who never did become President, who was the greatest Vice President in the history of the United States?

Please discuss.

I am going to say Dick Cheney. 

He transformed the Vice Presidency from a standby office to one of the most powerful and influential in the nation.

Hubert Humphrey, and probably Henry Wallace. (Although Truman was 10000000x better and Wallace was very fearful and a socialist, but his civil right views throughs him into favor with me) and rockefeller, I guess.

Probably Calhoun in terms of influence in his career. As far as who did the most estimable work while VP, color me clueless. Gore and Cheney I think were the only ones that did much really.
