US with Canada style equalization payments

What if say during the Obama administration's first year this were implemented in the US, probably as an anti-recessionary measure. Presume we get a coalition of legislators from the usual group of poorer states, pork hungry dixie/appalachia legislators and social justice legislators to get this passed. What happens in America from then on?
