Registered Voters: 21,110
Voter Turnout: 46%

Kerry: 7,935
Bush: 5,451
I don't have voter turnout info for 2004 (but in 2006, there were 20,937 voters).

Considering that Wyandotte is probably the most racist city in Wayne County, was the drop in voters due to racism?

From what I can tell it is an area right near the city but extremely white. Kind of like NE philly in some ways? I think your theory may have some weight since a lot of those racists( xenophobes really) are also hurting economically and wouldn't vote for a republican. Lot of people like that sat out this election, which is why the turnout numbers aren't as spectacular as we all expected.

Kinda hard to consider it racist considering how strongly it voted for Obama, regardless of turnout.

But yeah, there may have been a lot of people who simply stayed home, like in Appalachia.
