Why is this necessary. In any event, the state is the epitome of a failed state. It produces next to nothing. It's a basket case.

I agree. Somalia is a failed state.

Somaliland is a peaceful, multi-party democracy with a functioning government and a people who desire their own state.

Without international recognition and the access that it provides to bilateral and multilateral development finance, Somaliland's government will continue to be hamstrung and unable to develop its economic infrasturcture.

After careful consideration, I will be voting against this bill.  I don't feel it appropriate for us to take such a giant leap and be the first to recognize them.  I would support doing what the EU has done and sending some diplomats or opening up relations with them.  If at a later date they have been recognized by other countries, I will be more than willing to vote for this.  However, at this time I do not feel like I can.

Separation of powers, etc.

Recognition is conferred by the executive.

By what Atlasian constitutional article, statute or legal precedent did you come to this conclusion?

I plan to vote for this bill, as Jas says the Atlasian and US constitutions are totally different and I see nothing prohibiting such an action in the constitution.

Looking through, doesn't seem that's enshrined in the Constitution. Oh well. The executive is powerless already...

I oppose this bill simply because I think that we should leave this up to the DoEA. The legislative branch has too much power already to be taking some that could be alotted to the executive branch.

Would it be possible to have Secretary Hashemite speak on this. I believe his opinion would be cruicial for this matter.

The SoEA and the DoEA supports this bill and it is the DoEA's current policy to recognize Somaliland and we thank Sen. Jas for taking up this issue. However, we at the DoEA continue to call on an end to conflict in Somalia etc etc

If the SoEA approves it, then I'll bow to his will on the issue.

You'd be better off doing it unilaterally, methinks.

True, though I'll vote aye on this bill to show my deference to the SoEA on this matter.
