Actual Amendment to the National Energy Act

Clauses 2, 3, 8, and 9 of the National Energy Act (F.L. 3-3) are hereby repealed.

Personally, I don't see why sections 8 or 9 should be removed at all, don't really like the removal of section 2, and am pretty ambivalent on section 3.

I see no reason to get rid of Sections 8 or 9. Nor Section 3. I could be convinced to get rid of Section 2 though.
