The last 4 items on that list should be extremely restricted to only a small segment of society (mainly restricted by profession).   Therefore, a de facto ban.

The others should be completely legalized.   Yes, even that weirdo Mormon marriage.  

Polygamy was actually a hugely popular debate topic in college during my 2 Speech and Debate classes (probably because Mittens was the GOP candidate for president at the time, so it sort of just seeped into the collective consciousness).

And even though my classmates were 70% female and 80% liberal, we pretty much all agreed beforehand:  polygamy is freakin' weird as hell, I would never partake in such a thing, but as long as all parties are consenting adults, it should be legalized.    It was hard finding volunteers willing to debate against it.

Numbers 2, 14, and 15 were already legalized nationwide by the Bill of Rights and the Fourteenth Amendment a long time ago, and number 8 was settled by the 21st Amendment. Regarding the rest of them, I definitely believe in settling those issues in the states, not via federal courts purporting to interpret the Constitution. The constitutional proposal I am advocating will also settle number 4 nationwide, making Obergefell legitimate retroactively.

Cigarettes: Honestly, no. Allow personal consumption of course, but gradually crack down on selling.
Alcohol: Yes, but it should probably be more tightly regulated.

Hard Drugs: Hell no. Mandatory rehab for users, some prison for sellers (though don't go too hard on low-ranking gang members).
Gambling: Honestly, no. F**k gambling. Like, if you want to do it in private among friends, that's fine, but not in an organized setting.
Assault Weapons: lolno, imagine actually wanting a society where regular people own assault weapons
Explosives: lolno
Pistols: With a state license only
Rifles: With a state license only


Interesting that this list doesn't even include abortion. Truly a snapshot from a different political era.
