Result of Vote in Basque Parliament
YES 34 votes
NO 33 votes
YES majority of 1

Can someone explain precisely what the Basque area is being offered (in terms of the Welsh Assembly and Scottish Parliament).

They aren't being offered anything. The referendum is part of a quasi-secessionist plan by Lehendakari Juan José Ibarretxe that isn't condoned by the central Spanish state, but he intends to go ahead with it anyway, in which, might I add, he has my full support.
Euskadi already has powers that are at least as devolved as Scotland. The plan would devolve further areas like Social Security to the control of the Basque Parliament, and make the Basque Country a state in free association with Spain.
