I figured he might have thought that, but even so, if a government that is expected to lose an election commits a serious faux pas before voting day, how do they then win the election instead?  I'm really scratching my head with that statement.

No, what I was saying is that he thinks Berlusconi's incoming government is already in power, was behind doing this and planned on doing this before the election. Therefore, he believes that if they had stated that they wanted this before the election, they would have lost and Veltroni's coalition would have been re-elected.

This is great - they should also post all the information about the assets of owning-class Italians, as well as their unearned income.  One wonders if ignorant americans understood how much their master's get whether they would remain so right-wing.
