Neither, really. He has done his best to fight terrorism in his country without alienating large segments of the population, but his popularity has collapsed anyway. Unlike the supposedly "pro-democracy" Pakistani politicians (I'm thinking of Bhutto and Sharif), Musharraf himself has not been corrupt. I guess his impact is overall more positive than not, and therefore I voted FF.

At one time a FF, but at this point probably more HP. He could still turn it around, but it's hard to see.
