No he has no surplus. Only Al has a surplus.
I'm fairly sure that now means you are in the firing line. I'm reworking the numbers given Masterjedi's vote, but I think that means SPC passes you and puts you less than 1 vote ahead of Franzl.

I'll put up the numbers now, but I think my initial assessment was correct, Franzl is down by less than 1 vote from DWTL.
Had Franzl voted for himself, he'd be 5th right now with DWTL 6th.

To continue with the example, if a candidate has 5.2 votes (5 from voters A, B, C, D and E) and 0.2 votes (from a vote of voter F transfered to him from a surplus earlier in the count).
Votes A-E are transfered to the next highest preference stated at a value of 1, vote E is transfered to the next highest preference at a value of 0.2.
