nope I was in NY-1 for college and other than that have lived in NY-3 my whole life (unless I was in a different district the first few months of my life right before the re-districting prior to the 82 election took place) but even if that was the case the answer is still no.

I'm pretty sure that the Welsh Assembly constituency (Westminster at the next election) I'm in now is majority Welsh speaking. Does that count?

According to my American Political almanac, it was 52% White, 32% Hispanic in 2000. It's probably significantly less white by now though.

I think the 48% is Hispanic + Black.  Asians would likely put it over the top.
