Unless you think that those who voted for the Nazi Party were doing so because they supported the slaughter of Jews, I don't exactly see how those people are guilty.

I'm thinking you wouldn't have to kill very many of the top guys to get the movement stopped.  But if you really wanted to stop the Holocaust from happening you'd need to go back a little further and convince the French (and to a lesser extent the UK) to not be assholes after WWI.

Obviously depends on the situation a bit, but generally speaking, no. Being a supporter of a bad party isn't grounds to kill anyone.
