What I mean is the guy who ended up kind of neutral overall but not because he did nothing, but rather did a LOT of both and has the most good and bad accomplishments.

for me the pick is definately Wilson. Ironically he would probably end up on both my top 10 list of presidents with the most good accomplishments ignoring the bad, and president with the most bad accomplishments ignoring the good. That keeps him from making my top 10 or bottom 10 list. LBJ kind of falls in this category too, but the fact is as needed as his domestic accomplishments are, nothing could possibly outweigh the bad aspects of his term.

Calvin Coolidge.

He presided over the best U.S. Economy since 1820. He expanded the millitary and gave people of the 1920's a simple silent leader.

His bad parts were that he didn't regulate business or the Stock Market leading tho the Great Depression.

An interesting question. I think Jefferson would fit this category, as he had a lot of important accomplishments but many of them were achieved in an underhanded manner (e.g. the Louisiana Purchase). Jackson probably fits here too. You could include Hayes, because he came to the Presidency under extremely questionable circumstances yet initiated a number of reforms once he was in office. Arthur was somewhat similar in this regard. Wilson certainly fits, as his domestic policy accomplishments were very significant but he made a mess of foreign policy. Truman made a lot of mistakes too, but also did a lot of great things. LBJ and Nixon also qualify to some degree, as does Clinton. Our current President, in my opinion, has done a lot of bad and very little good.
