What the heck is going on here?  I've seen some date putting Wyoming right after Iowa but I've seen others where it comes in just before Florida.  Is there a primary and a caucus?  If so, which one will determine how delegates are selected?

The first is neither a primary nor a caucus, but a GOP nominating convention. State party leaders get together and decide where some of Wyoming's delegates will go. There will then be another convention in March for the rest of the delegates. (Alaska does it the same way; it's on Feb. 5).

On the Democratic side, Wyoming will hold a caucus in March.

Iowa coverage will still hang over those 14 delegates (-50%) like a big cloud, making WY mostly irrelevant.

I still don't think that explains what I'm talking about.  In our Republican predictions here at the atlas, Wyoming is listed as occurring on January 22nd but I've seen it listed as January 5th in other places.  Did it get moved twice and some sites just haven't updated yet?

It's early.  I'm betting on Romney but I doubt it will cushion the impact of him losing Iowa.

According to the Green Papers:

Wyoming is holding county conventions on the 5th of January.  It is not a primary, it is not even a caucus--the only people who are voting are the ~980 precinct committee members (who were selected in 2006). 

Only 12 of the 23 counties are actually choosing delegates:
Albany, Sweetwater, Uinta, Teton, Fremont, Hot Springs, Sheridan, Campbell, Crook, Converse, and Goshen each pick one delegate.
Laramie picks one delegate and one alternate.
The other 11 counties pick one alternate each [each paired up with a delegate from one of the first 11 counties]

Thus, only about...450 people in the state of Wyoming are actually going to be choosing delegates.  We will probably know how many delegates are for each candidate (delegates must announce who they intend to support), but it's hardly a representative vote--and is thus likely to get essentially zero press.

The other 2 (formerly 16) delegates will be chosen at the State Convention at the end of May.
