Ideally, an immigrant would need to take a test and the government would offer cheap to free classes for instruction in the material to be covered on said test if the immigrant needed instruction. If not, they could just take the test.

But Switzerland's ridiculous method is fine too.

Sh!t like that is the logical, indeed the inevitable consequence on "no exceptions", "tough on xy" stances. In every field.
