Not sure if a majority hate it to that extent, but I'd think quite a lot do think it sucks, mainly because it tries to act as a large supranational very complexly organized. Few people actually know what the Commission, Parliament, etc. all do.
Maybe if they made it user-friendly and stopped regulating everything from fishing to sewers it could be more popular.
