One of issues here is that Harris is seen as particularly weak as a potential replacement, correct? So what if she resigns on her accord and is replaced by someone else from the 2020 shortlist like, uh, Susan Rice? Maybe there could be a secret deal that Kamala is the front runner nominee in 2028.

I was honestly surprised he didn't go with Klobuchar. I'd imagine after Floyd, Biden really had no choice to go with a black woman.

If Tammy Duckworth was the VP right now, I do think people would be a lot more content with an affirmative vote for Biden-Duckworth. Biden-Harris is basically a vote for Harris to be POTUS within the next two or three years. Duckworth was such an obvious pick for VP at the time. Amputee veteran, Midwest Senator, Asian woman… why she was snubbed in favor of Kamala Harris I will never understand (I mean I do. Biden’s only criteria were black and women).

At this point you need to replace the top of the ticket more badly than the VP (both need to go).

They were concerned about a potential legal challenge to her eligibility, if I recall.

(Not saying it was a legitimate challenge.)

Yes, but as with all of my proposals, I am working within the constraints that have been laid out, namely that Biden refuses to step down.

I'm no Harris fan, but it would be such an utterly stupid thing to boot your VP nominee to "shake things up" after your presidential nominee's brain implodes on national TV. At that point you're not eliminating any liabilities and you're just reinforcing the perception of absolute chaos.
