The question is not which should be NOW (especially as some don't even exist anymore), but if any of these should've been on it at any point in the past. None of these countries ever were shockingly.

Anyway all of them met the criteria at some point.

These are the ones I was thinking of:

Soviet Union: All the ones Cuba and North Korea were on for.
India: Tamil Tigers in the 80s.
East Germany: Red Army Faction
Uganda: Popular Front for the Liberation of Palestine. Harbored their hijackers under Idi Amin.
Liberia: Backed the Revolutionary United Front under Charles Taylor.
Republic of Ireland: Literally had a terrorist organization in their government.
