Since Trump did this. Biden should counter by having a rally in say West Virginia or North Dakota.

Trump going to south Bronx is him riding on the narrative that he is making inroads with AAs and Hispanics as what polling and the MSM media suggests. Biden going to West Virginia would be nonsensical as there are no talks about him making inroads with rural whites nor the polls are showing so, no evidence to suggest that currently.
Keep in mind that New York has at least 3 competitive House Seats in New York City proper: NY-1 (LaLota), NY-2 (D'Esposito) and NY-3 (Suozzi).
Trump won't win in NY State but if he gets 42-43 % instead of 37 % that makes a huge difference down ballot.
Trump only barely won Suffolk County (Long Island) which is a traditional Republican-leaning County, in 2020. Lyndon Johnson won it 1964, Clinton in 1996, Gore in 2000, Kerry in 2004 and Obama in '08 and '12. It has mostly been RED in the 20th and 21st Century.

It still makes no sense to go to an area you aren't going to win in a state you aren't going to win. Trump lost the Black vote in his own primary to Haley if precinct analysis is accurate so polling is not to believed.

Trump won the Black vote by about the same proportion he won the primary as a whole. If you look at precinct maps of cities in competitive primaries, Haley usually won the White yuppie areas but Trump won the Black areas, often by 50+%.  These precincts had very few votes however.

When it comes to the Bronx, there's an expectation of a lot of these Hispanics being Dominican. And they are generally darker skinned.

A lot of people don't understand this. Especially those looking to make political arguments.

Only 3 is partially in NYC. 1 is in Suffolk County and 4 (not 2) is in Nassau County.

There's a risk of being heckled badly or even worse a very sparse crowd (Biden's not going to pay people to show up). Both of those would give that media a narrative to run with.
