If I am correct Cobb is already on the ballot in 22 states. Nader on the other hand is only on a very few ballots. He is also likely to get more legal challenges for ballot access then Cobb and in the end will probably be on in alot less states then Cobb.(IMHO).
To answer your question Nader will do better because he is not limiting himself to a "safe states" strategy and his name recognition will give him a higher vote total in any state where he gets on the ballot. All of this in spite of the Ballot Access comparison made above.
