He's smart to say that.  He has the money to finance himself through most of the campaign, and do the groundwork behind the scenes. That way when he announces, the Republicans and Democrats are fighting each other, and Bloomberg stays clean.

I take Bloomberg at his word, but no one knows who will he hurt more. I think both parties hopes he stays out.
