In 1998, LEGO released a number of "limited edition" sets in a promotional deal with FIFA. Most of these were
predictable, and the crown jewel was a
foosball-esque full field set.
However, one of the sets was a bit more colorful, consisting of a football hooligan, a pair of paddy wagons, and a trio of appropriately armed law enforcement:

LEGO 3314 Police Unit was a 143 piece Town set with 4 minifigs released in 1998. It was a limited released set in Europe for the 1998 World Football Cup. The promotion was in partnership with Shell Oil. This set was also known as Riot Police.
