The classic debate in PNW redistricting. What do y'all think?

FWIW, I've flipped my views on where to cross the Cascades; the Columbia River path is obviously better connected and would be ideal in a vacuum, but it forces either a split of the Latino areas in Yakima County from closely tied communities elsewhere (which a federal court did find to be verboten on the State Leg. level), or forces a split of important off-rez tribal Yakama land.

Something like this is probably the best you'll get:

Regarding Oregon, whether I want to cross at Jackson County or the Columbia River depends on whether I'm drawing a Democratic gerrymander or a non-partisan map.
