I always felt that the RCP average should throw out the two most extreme values or do a median versus average.

It depends. I imagine RCP will upload it because it's RCP, but they've been uploaded previously as Messenger polls. Since they're no longer affiliated with The Messenger, theres a chance they don't.

Trump lost 6 points, Biden lost 9 points.

Did they change their methodology?

Edit: Biden's approval rating went up from last month too. They've switched something up to cause such a huge change in their topline, although HarrisX is one of the least transparent pollsters out there, so we'll probably never know.

Mark Penn is clearly sullen his No Labels presidential project is falling through and is taking it out through his "polling."

(Yes, HarrisX is run by the same guy who runs No Labels, just a public service announcement)
