Not yet.

Yates Cancer Research Bill

1. There shall be established in the National Cancer Institute a David Yates Brain Cancer Research Fund (hereinafter known as the Fund).

2. The Fund may accept donations of monies and other assets.

3. The sum of $10,000,000 is authorized to be appropriated to the Fund each fiscal year and $10,000,000 is appropriated to the Fund for fiscal year 2008.

4. The Fund shall be used to pay for one or more David Yates Brain Cancer Fellowships.  Such fellowships shall be for one year and shall be renewable.  They shall be awarded and renewed at the discretion of the Director of the Institute for research into the detection, prevention, and treatment of brain cancer. David Yates Brain Cancer Fellows shall receive pay and allowances from the fund equivalent to that which would be disbursed to specially qualified scientific personnel hired under section 3104 of Title 5, Government Organization and Employees, but shall not otherwise be considered a government employee.  In addition, the cost of the research undertaken by the Fellow shall be paid from the Fund as authorized by the Director of the Institute.

5. An additional $50 million will go towards embryonic stem cell research effective FY 2008.

Again, I withdraw this bill and unless someone can find a law that says I cannot withdraw it (and I read the OSPR and cannot find any specific rules on it other than I have the right to withdraw), I will challenge it in court.

Well, as this is a subject of much contention, I am willing to take over the sponsorship.

It got interrupted by the attempt to withdraw the bill and then we went on to another amendment when it was unwithdrawn.

I don't think it was open.

The amendment to strike all references to David Yates from the bill is now open.

Since TN2024 resigned as the Southeast Regional Senator, it is the Governor's duty to appoint a replacement. Given Sam won the election, Governor Bono appointed him to the seat now rather than waiting until July.

Read the OSPR, there is no limit to when I can withdraw a bill.  I will no longer be petitioning the court at this time, however, if the bill passes I will challenge it in court as not valid.  I ask Ebowed to note that I withdrawed this bill and nowhere in the OSPR does it permit responsorship.

I'm sorry, this rule exists nowhere and I withdrew the bill so as far as the law (and possibly the courts eventually) are concerned, this bill no longer exists so I don't why we are wasting time on it.  If you would like to increase embryonic stem cell reserach funding, wait your turn in line

When a senator leaves the senate, someone else can cosponsor their legislation without it going to the back of the line.  Why would this be any different?

When a senator leaves the senate, someone else can cosponsor their legislation without it going to the back of the line.  Why would this be any different?

Because they didn't withdraw the legislation.  You can pick up sponsorship if sponsor is no longer available, but if the sponsor withdraws the bill then it is withdrew.  Totally different idea and totally different precendent.

You can pick up sponsorship if sponsor is no longer available, but if the sponsor withdraws the bill then it is withdrew

I believe it was demonstrated that the withdrawal of bills which have been seriously amended from their original form was not demonstrated as an established precedent.  It's all a very gray area and since there was interest in retaining the bill on the floor, I saw no reason why someone else could not take over sponsorship.
