Bestiality Is Baaad Act

1. As used in this act "Bestiality device" means any sexually explicit sculpture, toy, or other object that is designed or sculpted to appear as the genitalia or sex organs of a non-human animal, including but not limited to a fictitious, mythical, or anthropomorphized animal. This shall not include any equipment utilized in veterinary science or animal husbandry or breeding.

2. It shall be unlawful for any person to, upon any federal property or leasehold, over federal electromagnetic spectrum, through the postal service, upon or over the property, facilities, utilities, vehicles, networks, or conveyances of any federally owned or regulated common carrier or internet service provider, or participate or travel in interstate or foreign commerce to manufacture, import, transport, sell, finance, produce, publish, distribute, advertise, or possess with intent to manufacture, transport, sell, finance, produce, publish, distribute, or advertise any bestiality device or any obscene item depicting or purporting to depict a person using a bestiality device.
  
3. A violation of this act shall be classified as a felony punishable by imprisonment for no less than one (1) and no more than ten (10) years, a fine of no more than $100,000.00, and disgorgement of any profits. Any person convicted of a subsequent violation of this act shall be required to register as a sex offender and shall be ordered to attend an appropriate treatment program or obtain psychiatric or psychological counseling.

4. Any prohibited item seized pursuant to the enforcement of this law shall be subject to forfeiture.

5. It is the position of the Senate that the term Non-Human Animal used in the Preventing Degeneracy Act (SB 113-8) is not vague for purposes of federal rulemaking.

6. Accordingly, the definition of Non-Human Animal offered in Executive Order 57:08 (Cao, 2023) is hereby rejected and rescinded.

7. This act shall take effect ten (10) days from the date of passage.

It is immoral to have sex with animals. This should be universally agreed on. This bill is very narrowly targeted only at the commercial market for simulated bestiality. Simulated bestiality, like simulated child porn or cannibal porn, only encourages and reinforces the sick urges being depicted and makes it more likely that the mentally ill persons using bestiality devices will engage in the disgusting acts in real life. I don't see how this is any different from banning the sale of child sex dolls, which we've already done. As drafted this compromise bill is limited just to the commercial market for bestiality devices and could not be used against mere possession by Pyro or Weatherboy.

As a society, we have the duty to prevent obvious harms or at least ensure they arent profitable. Bestiality is harmful too society and the ban on commercial bestiality devices in this bill is a big step towards preventing  future harm. The bill is merciful to the mentally ill consumers and only targets those who shamelessly profit from encouraging bestiality. This should not be controversial.

My joke aside I do believe this would not actually help against the scum that are the people who do these horrific acts on real animals. Instead of focusing on apprehending those actually doing it, this bill would distract our law enforcement with arresting those selling dragon dildos.

And beyond that, the EO Cao issued, which was done with my advising, is meant to bring the opinion of the government into that of the Harkness Test. I believe this is a perfectly moral position that focuses on actual ability of consent through attaining maturity and human-level intelligence or higher.

When I return to my hotel room tonight I will introduce a sweeping amendment to hopefully actually fight animal sexual abusers.

There is literally no purpose for a bestiality device other than simulating and fantasizing about bestiality. No one buys a bestiality device and then pretends it is human genitalia. Buyers want to pretend their bestiality device is animal genitalia and simulate bestiality with it.

Simulating and fantasizing about bestiality reenforces those horrific desires and urges in the mentally ill who use such devices. This isnt some sort of logical leap. If you encourage the mentally ill to get off to deviant sexual predation through simulated means, the patterns and desires will fester and grow, greatly increasing the risk of future deviant sexual predation in real life.

There is no justification for the continued commercial trade in bestiality devices. Wicked capitalists are making immoral profits by exploiting the mentally ill and encouraging/ reenforcing a desire for bestiality in them, greatly increasing the risk of future bestiality. Your bill doesn't even target the mentally ill persons who desire to use a bestiality device; just the filth encouraging it in order to make money.

1. An Atlasian Animal Abuser Registry (AAAR or 3AR) is hereby established as a compendium of persons convicted of the abuse, neglect, or maltreatment of animals, including but not limited to acts of bestiality.
2. All persons so convicted, as well as all persons convicted of the maltreatment of animals under the laws of the Republic or a region, state, territory, or local jurisdiction thereof who reside in Atlasia, shall be required to register with the AAAR.
3. Registrants shall be prohibited from owning an animal, sharing the same place of residence with an animal, or performing paid or unpaid labor related to the care of animals.
4. The above two clauses shall be in effect for a person registered in the AAAR for up to ten years. After this ten year period has lapsed, their registration will be removed from the AAAR unless the person has committed another instance of abuse that would qualify for placement onto the AAAR, in which case placement shall remain another 10 years from the date of the abuse.

5. It is the position of the Senate that the term Non-Human Animal used in the Preventing Degeneracy Act (SB 113-8) is not vague for purposes of federal rulemaking.

Amendment. This actually would be helpful to stop bestiality, unlike what the current bill is offering. A lot of the language is taken from my Stop Animal Sexual Abuse act from my days as a Southern Delegate.

Especially when the Senator who introduced this amendment to hasn't answered my question about whether or not child sex dolls are legally appropriate to own, and if not, why are bestiality devices acceptable?
