AI Voice Commercial Restriction Act

Section I: Naming
a. This bill shall be titled the AI Voice Commercial Restriction Act.

Section II: Restrictions
a. It shall be a crime for any person, company, group of people, or other entity to use artificial intelligence (AI) to generate/emulate a person's voice explicitly for commercial purposes without written and express permission from the person whose voice is being generated/emulated. No estate or other person may take the place of the person whose voice is being generated/emulated.

Section III: Punishment
a. For a singular person violating II.a of this act, the penalty shall be a fine of all funds commercially obtained from usage of the AI generated/emulated voice plus $50,000.
b. For a company violating II.a of this act, the penalty shall be a fine of all funds commercially obtained from usage of the AI generated/emulated voice plus $1,000,000.
c. For a group of people violating II.a of this act, the penalty shall be a fine of all funds commercially obtained from usage of the AI generated/emulated voice plus $50,000 per person.
d. In cases not covered by III.a, III.b, or III.c of this act, the punishment shall be no less than a fine of all funds commercially obtained from usage of the AI generated/emulated voice plus $50,000.

Section IV: Timing
a. This act goes into effect immediately.

I'll just say what I did when I introduced this in Lincoln last year.

So I’m usually one for not restricting use of technology but this is one case where it obviously is an issue. I’ve seen way too many scams going around using AI generated voices to promote them as if the real person was endorsing it. I’ve also made it so only living people can consent to this, with no estate or person on their behalf consenting.


The inspiration for this was surprisingly Twitter.



This only restricts commercial use so that people can do it for personal use.

I would like for this to explicitly not cover things that would be covered by Creative Commons licenses. Would the sponsor be amenable to that?

There has to be a provision to ban political advertising based on AI voice & AI videos, and to limit use of AI voice in terms of broadcasting, news and political purposes.

Secondly, i've encountered numerous uses of AI voices / AI vids used by criminals in order to deliberately mislead people for fraud and theft, including on social media.

I'm okay with allowing exemptions, but it has to be a lot more tighter than what the amendment proposes.

For a party that claims to be anti-use of AI, i'd expect a bit more, because this is indeed one of the areas where the use of AI can be dangerous. Fake news, ethical concerns and fraud attempts.

Aye. We can absolutely have a conversation on Laki’s idea in a separate bill. This was just intended for commercial restrictions to stop stuff like AI Trump selling gold coins or some other stuff I’ve seen online.
