China/East Asia: Biden > Trump > Obama > Clinton > Bush

Russia/Eastern Europe : Biden > Bush > Clinton > Trump > Obama

Middle East: Trump > Clinton > Biden > Obama > Bush

Latin America: Trump> Clinton > Bush > Biden > Obama

Western Europe: Biden > Clinton > Obama > Bush > Trump

South Asia: Bush > Trump > Obama > Clinton > Biden (this is the area with the least difference actually so you can really argue this can be ranked any possible way)

Lmao at the notion that the guy who called Mexicans dangerous rapists was the best LatAm policy the US had - though it’s not like there’s great competition there.

The best was by far Bill Clinton though, based simply on how US at least HAD a LatAm policy at the time, with attempts for better economic integration regardless if they were successful or not. From then on it was only downhill.

In regards to Latin America it’s very clearly:

Clinton > Bush > Biden > Obama = Trump (Last two awful but in very different ways)

None of them particularly great, I’d say though Bill Clinton one was decent. Bush also kept some of the good stuff about Clinton, there’s this incorrect notion that Bush was the absolute worst on everything foreign policy related when that’s mostly regarding the Middle East.

(It’s less about the leadership but the time, getting only worse with time as China grows. The Clinton and Bush eras represented a period of mutual cooperation, Obama was a transitional time while Trump and Biden represent the current nationalism that is suspicious of China as a competitor that threatens US hegemony)

Russia/Eastern Europe : Trump > Clinton > Bush > Obama > Biden

(Russia policy is the only one where Trump shines, while all others contributed to distancing of Russia from the West, putting them as China’s allies)

Middle East: Biden > Clinton > Obama > Trump > Bush

(OP overrates Trump, who damaged the few relations of trust US had inside the region out of pragmatism and it will have long term effects)

Latin America: Clinton > Bush > Biden > Obama = Trump

(OP overrates Trump at the top a lot with no reason again: Trump had NO LatAm policy other than trashing Venezuela and shouting anti-immigration stuff when that’s something irrelevant for Latin Americans living here in terms of bilateral relations)

Western Europe: Biden > Clinton > Obama > Bush > Trump

(OP is actually correct on this one, probably because it’s the one region they actually care for! Democrats vs Republicans division is more perceived in how Europe sees them as Democrats tend to be better liked by Europeans)

I guess Clinton and Biden were passable on Eastern Europe. Middle East has just been an unmitigated dumpster fire for us the past 30 years.

Latin America: Trump > Biden > Obama > Bush > Clinton (tons of uncertainty here, I gave Trump the category because he handled this decently)

Western Europe: Biden > Trump > Obama > Clinton > Bush (Trump gets points for pushing for 2% even if he was too dogmatic about it)

South Asia: Obama > Bush > Trump > Biden > Clinton (only especially marginal differences all-around here)

I feel like I've undersold Clinton overall here, but I felt bad about putting Bush last in almost every single category so I put Clinton behind him in multiple ones to compensate. I'm not very well read about Clintonian FP, and in any case precise rankings here were a bit hard to do. But this is my best effort atm. I like how Clinton handled the Yugoslav Wars, but I don't like how he handled Russia, so he gets second-lowest place.

How are they only marginally different though as their polices all seem pretty different .

Clinton : Tried to make Russia a full on ally and an eventual member of NATO. He helped Yeltsin out quite a bit including Yeltsin domestically as well

Bush : He was more skeptical on Russia being an ally but treated them as a potential partner in the war on terror in his first term . Second term he started to crack down more but Bush had become more and more of a lame duck by then and by the time Putin invaded Georgia he was a complete lame duck .

Obama : Believed deeply in the idea of using globalization to try to make Russia into a “responsible international stakeholder” . So he pushed for the Russian reset policy post Georgia and even got rid of Bush’s missile defense policy as he viewed both to be counterproductive. Even post crimea , Obama was of the belief that Russia losing out on globalization was the biggest punishment  and believed the west overreacting would be worse than them under reacting .

Keep in mind even post Crimea , Obama opposed providing Ukraine with lethal weapons(that even Trump provided) and also opposed the type of sanctions congress passed in 2017 .

Trump : His policy was based on pure transactionalism and believed all relationships comes down to economics. Problem was foreign policy can’t be conducted this way especially to Russia/China but despite this he still was tougher on Russia than Obama was.

Biden : He actually is the toughest president by far on Russia since the Berlin Wall fell
